Digitalization of the Ukrainian labor market: the government launches the Horizon system

On October 29, the Cabinet of Ministers adopted a resolution on the beginning of large-scale digitalization of the labor market. The key element of the reform will be “Horizon” - a digital ecosystem that will unite government services, educational institutions and employers. According to the Ministry of Economy, the goal of the project is to make employment processes more efficient, reduce bureaucracy and ensure faster decision-making based on data.

The Horizon system is being developed by the Ministry of Economy and the State Employment Service. It will allow citizens:.

register unemployed status;

apply for benefits;

officially resign in the temporarily occupied territories;

receive a training grant;

confirm qualifications.

Data will be checked automatically. For this purpose, the Pension Fund, the State Employment Center and other state registers will be involved..

" One of the key tools for this is the optimization and digitalization of business processes, setting up exchanges between various state registers, building a system that will make possible a systematic and regular analysis of supply and demand in the labor market,” said Minister of Economy Alexey Sobolev.

The need for digital changes is due to the fact that a significant part of Ukrainians are “outside the formal labor market” or work informally. Due to outdated business processes, insufficient digitalization of government services and lack of verified data, employment service specialists are not always able to effectively direct job seekers to the appropriate areas.

The launch of Horizon will create a single digital route for all labor market participants. It is planned to involve business and educational institutions in the retraining of personnel and harmonize training programs with the real needs of employers. In addition, the system implements modern directories of professions and skills, consistent with EU practices, and will also provide the ability to analyze and monitor the market in real time.

Deputy Minister of Economy Daria Marchak noted that the main problem of the labor market is the gap between the skills of workers and the needs of business: “Up to 15% of the unemployed fall into retraining - this is a relevant European indicator. But we have the potential to scale it up: analyze the needs of employers, train people to meet specific business needs and help them confidently enter the labor market."

The Horizon digital ecosystem will be integrated into the Diya application and portal, reports the Ministry of Digital Transformation. This means that a person will be able to go the entire way - from registering unemployed status to getting a job - online, with full support from the state. In the future, the system will also use artificial intelligence tools for career guidance, offer current professions, courses and vacancies, and also predict the demand for specialists.

According to the Ministry of Economy, the project is being implemented without additional budget expenses - within the framework of existing programs and international assistance.

The technical requirements were developed with the assistance of the Digitalization for Growth, Integrity and Transparency (UK DIGIT) project, which is carried out by the Eurasia Foundation with funding from UK Dev. The implementing partner is the BRDO Office for Effective Regulation.
