The central bank of the Netherlands uses hackers to attack the banks of the country

The Central Bank of the Netherlands (De Nederlandsche Bank, DNB) will create a team of hackers and experts in the field of cyber security for attacks on the financial infrastructure of the country. Thus, the regulator intends to test and improve the cyber defense of financial institutions, according to the publication Financieele Dagblad.

As the representative of the Central Bank Petra Hielkema told the newspaper, the team will conduct secret attacks on banks, joint-stock companies and clearing houses. Currently, the project, called Tiber (Threat Intelligence Based Ethical Red Teaming), is in the pilot phase. The regulator does not disclose the state of the financial infrastructure of the Netherlands in terms of cybersecurity. A little later the Central Bank intends to publish a guide for financial institutions on the organization of break-ins.



It is assumed that banks will independently hire hackers (the so-called "red team"), and attempts to compromise systems are carried out under the supervision of DNB. About the impending attack on the financial organization will inform only a small group of experts (the "white team"),. The remaining employees (the "blue team") will have to repel the attack, not suspecting that it is a test. According to the newspaper, the Tiber project will simulate known potential scenarios of cyber attacks. The duration of fake attacks will be from 6 to 9 months.
