Firstly, the very reorganization of the conditional department is not a whim of a particular administrator of the hospital, but a necessity. Patient routes, approaches to financing medical institutions have changed, now financing depends on the number of services provided and contracts with the National Health Service of Ukraine. In the case of a specific hospital, the neurological department without a stroke package did not pay itself off and was unprofitable, so it was a forced action - to reorganize the department. But such decisions are never made single -handed, usually the owner (local united territorial community) is always informed about such actions.

Local authorities do not always deal with doctors. Trade unions are busy with anything, but not by protecting the rights of medical workers. And even the Ministry of Health, as the whole situation showed, is indifferent.
Meanwhile and. The chief doctor was injured, actually pursuing the policy of the Ministry of Health, trying to optimize the hospital. Now daredevils will make unpopular decisions much less. Why take risks and change something, if in the end you, as an administrator, are left alone with a problem? Why should an ordinary doctor follow the requirements of the NSZU or the Ministry of Health, to go against the patient’s desire, if it is easier to go with the flow and not cause negative emotions in relation to himself, because no one will come to the rescue?
Unfortunately, I am sure that violence in relation to medical workers will only become more. Because dissatisfaction is always easier to take on who is closer. And closer usually a doctor, a nurse, a nurse. Overton's window regarding ideas to commit violence towards doctors has never been so wide.
And it’s annoying that the authorities that form a medical policy have no courage or desire to condemn such acts of violence. This only plays along with such moods in society.
