The Ukrainian mobilization system is transforming, moving from physical presence to digital control. The Ministry of Defense increasingly notes that the future of mobilization processes lies in automation and registries, and not in “street raids”. Now TCC employees are taking to the streets en masse due to the lack of up-to-date data on citizens.

From now on, through Oberig, the state has access to data from the tax, migration services, registry offices and other registers. Military commissars see a person’s place of work, residence and contacts without having to stop him at a checkpoint.

Changing the format does not mean canceling mobilization or weakening it. On the contrary, control becomes tighter. But it will be less noticeable visually.

“Instead of wasting resources on patrolling, employees of acquisition centers focus on analytical work with registers,” experts say.

That is, in order to receive a fine or a requirement to appear at the TCC, a person does not have to meet a military commissar on the street.

A departure from the practice of forceful detention on the streets, the so-called “busification”, should reduce social tension. It is clear that videos of conflicts between civilians and military discredit the mobilization process.

Digitalization transfers these relations to a purely legal plane: there is an obligation, there is electronic control of its implementation, there is automatic liability for violation.

This makes the process more transparent for the state and inevitable for the citizen, regardless of whether he goes outside or not.
