During an interview, military and people's deputy Roman Kostenko said who actually should have carried out the mobilization in Ukraine and served the summons. He stated that much of the responsibility should have fallen on civil-military administrations and law enforcement agencies, but in fact everything was shifted to the TCC, which he called “victims.”.
This became known from Kostenko’s conversation with presenter Elena Tribushna, published in the new issue of the program E FOOD. During the interview, the deputy explained in detail how exactly the mobilization system works and why it was deformed, citing specific examples from real practice.
Kostenko noted that coercion in mobilization actually begins from the moment the summons is served. As he noted:.
“You understand that there is coercion, well, they just gave you a subpoena and that’s coercion.”. They force you to come and go through the IVC, and then take a weapon and come."
At the same time, according to him, expectations from the military are often formed incorrectly. He emphasized:.
“You saw that there is some kind of coercion, when no one wants to go, they demand some kind of indicators from the military there, although the military registration and enlistment offices here at the moment are like sacrifices for me, because the local regional, well, military-civil administrations, as well as law enforcement agencies should deal with conscription.”.
The deputy added that the involvement of these structures is provided for by law, but in practice this does not happen.
Kostenko explained that the TCC was not supposed to personally hand out summonses or look for people on the streets. Their function is to receive citizens already referred by local authorities or other bodies.
He described the correct mechanism as follows: " People should come to them, either sent by subpoenas, or who were given subpoenas by the military-civil administration, well, or other bodies there, the leaders of the UTG."
The process after that should also have been simple: “A man comes and says: “I’m getting a subpoena, please.”. You say: “Oh, here’s an extract from the VVK, please”. You came to her, showed her: “I’m fit, that’s it.. This is such a team" Next, this is the work of the TCC"
However, according to the people's deputy, the reality is different. Local authorities and community leaders often avoid participating in mobilization processes: “The authorities have disowned themselves, the leaders of UTCs and others there, well, these are elected positions. They understand that if they bring agendas to their voters, there will be no voters."
Kostenko emphasized that avoiding responsibility leads to overload of the TCC and actually puts soldiers in a situation where they are forced to perform tasks unusual for them.
According to him, ignoring mobilization responsibilities on the part of other structures directly affects the military, which is now holding the defense. He noted that due to a lack of reserves, the military cannot get even a short rest:.

Kostenko also criticized public tolerance for evasion:.
“Someone there is pursuing their own policy, that it’s normal to be a draft dodger, it’s normal to be a SZCh person, they blame everyone around them.”.
And he emphasized that it is precisely such actions that undermine the country’s defense capability:.
“It’s those people who are suffering who are the part of the population that is now fighting on the battlefield.
And when we had enough reserves, enough soldiers, they could be on the battlefield for two or three days, return, rest, others would come in for them. And this would be such a deterrent factor for the enemy."
Let us remind you that we previously reported that during mobilization, the TCC has the right to unlimitedly fine citizens for violating military registration rules. The number of fines depends on how many times a person violates the obligations provided for by law.
