"It does not solve the issue of drunkenness and domestic hooliganism, creates grounds for corruption in law enforcement agencies, promotes the growth of illegal trade in alcohol, violates civil rights, violates competition in the consumer market, creates grounds for the illegal enrichment of individual deputies of the Kyiv City Council," the author notes.

In order for the city council to consider a petition, 10,000 citizens must sign it.. 88 days to collect signatures.
