According to the National Strategy for Reforming Institutional Institutions, until 2026 Ukraine will close boarding schools. This will be the result of the reform. To do this, the country will create new services for families and children, writes Today.

Centers for social assistance to families and children will appear in place of the boarding school. In such centers, the community will provide services: social and psychological rehabilitation, working with parents of children to return the child to the family, social adaptation of children in society, social prevention, improving family relations and other.

On the basis of the Center there will be emergency departments for children, a department for parents with children, a small group house, a social apartment, a family emergency department and a day-care center for families with children with limited life activity.

So, in the emergency room for children, children from disadvantaged families will temporarily reside: if a child in the family suffers violence, as well as children found or abandoned. In such a department the child can stay no more than nine months. During this time, social workers must solve the problem in the family or find a new one.

In the unit for parents with children there will be parents who have a risk of abandoning the child. A mother or father with a child may be in the department for a year. This time, social workers will work to ensure that the child remains in the family.

Children who can not be left in the family will live in small group houses. It will not be calculated for more than 15 children. Life in this house will be close to family conditions. With the children in the house there will be five teachers - each will be entrenched for two or three children. Children will live in rooms for two to three. At the same time, children will go to the general education school.

Orphans and children without parental care from 18 to 23 can live in a social apartment. In addition to living in a social housing estate they will help a person to become a part of society, to be rehabilitated, to find a job, to restore relations with relatives.

The reform will take place in two stages.

First, in each area, they will analyze the creation of a plan for re-profiling boarding schools - this will take 2018. And from 2019, the withdrawal of children from boarding schools will begin - return to families or search for new parents.

In total, the reform will take nine years. The first reform will start in Zhitomir region. The region will be helped by the organization "Lumos", founded by the British writer Joan Rowling. This organization is working on reforming boarding schools around the world.
