To date, more than 30% of Ukrainian citizens live not in the place of residence, said the First Deputy Minister of Economic Development and Trade of Ukraine Maxim Nefedov.
"We estimate that at least 30% of the country's population does not live in the place of registration," he said during the conference "Public administration reform: assessing the state of affairs, achievements and challenges".
Nefedov noted that theoretically a person is not obliged to inform the state where he lives.
"On the other hand, we understand that this creates a huge number of further problems.
From difficulties with voting, to difficulties with reporting on trials, "- said the first deputy minister.
Nefedov noted that now the Verkhovna Rada has a bill on automatic fixing violations of traffic rules, and the question is who will receive fines if it is not known where the person is staying.
He added that there are initiatives to switch to a declarative registration principle and an online registration mechanism.
