The Verkhovna Rada adopted in the first reading bill No. 15352 on European integration “On the turnover of goods related to deforestation and/or forest degradation”. The document in its original version was supported by 260 people’s deputies.

“The adoption of the law will ensure the creation of a legal and economic mechanism for preventing deforestation, reducing forest degradation and the creation in Ukraine of a system for regulating the circulation of goods related to deforestation and/or forest degradation that meets the requirements of the European Union, which will facilitate the promotion of Ukrainian-made products in foreign markets as manufactured in compliance with the requirements for combating deforestation and forest degradation,” says the explanatory note to the bill..

Among other things, the bill proposes:.

determine the legal and organizational basis for the import into Ukraine, sale on the market and export from our country of goods related to deforestation and/or forest degradation;

introduce a list of goods associated with deforestation and/or forest degradation, which include goods defined by the government under codes within groups 01, 02, 09, 12, 15, 16, 18, 23, 29, 38, 40, 41 and 44 of the UKT VED, subject to the requirements of EU legislation;

determine the obligation of operators, downstream operators and traders to ensure the collection, storage and presentation of information on the origin of goods from which the relevant products are manufactured after 31 December 2020;

introduce mechanisms for assessing the level of risks of non-conformity of goods and taking measures to minimize them in accordance with European Union standards;

establish requirements for due diligence by business entities importing, placing on the market or exporting the relevant goods;

introduce information and communication systems based on the State Agrarian Register and the exporter’s electronic account, which will allow processing information about relevant goods and registering applications for proper verification;

determine the powers of public authorities to exercise state control over compliance with the requirements of this Law;

establish liability for violation of legislation in the field of circulation of goods related to deforestation and/or forest degradation.

Earlier it was reported that the Batkivshchyna faction casts the fewest votes for bills under the Ukraine Facility plan - a European program to allocate 50 billion euros to Ukraine during 2024-2027.
