The Verkhovna Rada adopted in the first reading European integration bill No. 15024, which is intended to introduce simplified bankruptcy proceedings for micro and small businesses. The document in its original version was supported by 270 people’s deputies.

This bill, as reported by MP Yaroslav Zheleznyak, was among the indicators under the Ukraine Facility program that were not met on time.. In particular, bill No. 15024 was supposed to be adopted in the first quarter of this year. It, along with three other bills, was part of a group of indicators for the implementation of which Ukraine was to receive 2.3 billion in aid from the EU.

“The document provides for the reform of bankruptcy procedures with an emphasis on supporting micro and small businesses. The bill provides for a simplified bankruptcy procedure for micro and small businesses and at the same time clearly defines the time frame for its implementation - up to 180 days. In addition, the bill proposes:.

reducing costs and administrative burden, in particular reducing the volume of documents, speeding up the consideration of applications, reducing court fees and other costs associated with the procedure;

clear criteria for access to the simplified procedure, which will apply exclusively to micro and small businesses that meet the established requirements;

optimization of litigation, in which the court will consider only controversial claims on which the parties have not reached agreement;

establishing procedures for applying bankruptcy procedures and privatization of state-owned enterprises.
