Such vouchers are issued to internally displaced persons (IDPs) from temporarily occupied territories. We are talking about the component of the єVіdnovlennya program “Housing for IDPs with VOT”.

At the first stage, the program provides for the provision of housing vouchers to internally displaced persons who have left temporarily occupied territories and have the status of a participant in hostilities or a person with a disability due to war, reports the press service of the Ministry of Community and Territorial Development.

" We see that people are actively using vouchers across the country and choosing where to build a new life. We are working to attract additional funding. During the Ukraine Recovery Conference 2026 we plan to attract additional resources for the program,” said Deputy Prime Minister for the Recovery of Ukraine - Minister of Development of Communities and Territories of Ukraine Alexey Kuleba.

Housing vouchers have already been used in 22 regions of Ukraine, with the most housing purchased under the program in the Kyiv, Dnepropetrovsk and Odessa regions, as well as in the city of Kyiv.

More than 88% of purchased housing are apartments, another 10% are private houses. Almost 87% of housing was purchased on the secondary market. It is necessary to submit an application for reserving funds through the " Later, this can also be done through the “Diya” portal, CNAP or from a notary.

Ukrposhta, which is the operator of the program, checks the availability of funding.

If funds are available, a notification of successful reservation will be sent within 5 days. If funding is temporarily unavailable, the application goes into an electronic queue.

After booking the funds, you are given 60 days to conclude a contract for the purchase and sale of housing with a notary. During this time, funds are reserved, and the notary checks the property that the person plans to purchase, registers the transaction and enters information into the RZM.

If you are planning to make a down payment or pay off a mortgage, first contact the bank and then the notary. The bank must approve the loan and the possibility of using the voucher as a source of payment, since the funds will not come from the borrower, but from the state through Ukrposhta.
