The Svyatoshinsky District Court of Kyiv decided to temporarily suspend the mayor of Vyshgorod, Alexei Momot, from office until November 16. He is suspected of illegally appropriating more than 6.6 million hryvnia during the purchase of two excavators for the needs of volunteer formations and repairs of a storm sewer sump.. Prosecutor Alexey Bespalov noted that, while remaining in office, Momot could put pressure on witnesses and destroy documents belonging to the City Council. The mayor himself denied these risks and noted that his removal would negatively affect the functioning of society. During the meeting, he emphasized that he heads the commission for emergency situations and environmental safety, coordinates the work of public services after shelling and leads the volunteer formation, providing patrols and mobile combat groups.

Momot's lawyer Ivan Minakov called the prosecutor's arguments unfounded. The court partially granted the prosecutor's request, suspending the mayor for one month - until October 16. The lawyer announced his intention to appeal the decision. The day before, October 15, the mayor received personal obligations until December 15.

According to the investigation, Momot was involved in causing damage to the budget during the purchase of two backhoe loaders in the amount of 7.8 million hryvnia. The equipment was purchased through a company that did not have the resources to fulfill the contract, and its cost was inflated by approximately 800 thousand hryvnia per unit. The equipment arrived only a few months later, and funds from the budget were transferred. As a result, the community suffered losses of more than 1.6 million hryvnia.

Another episode concerns the dredging of a storm sewer sump.

The investigation believes that Momot, knowing about the non-fulfillment of work, signed acceptance certificates and transferred more than 5 million hryvnia to the contractor’s account.

Based on these facts, Momotu and the director of the contracting company were informed of suspicion of embezzlement of budget funds through abuse of official position (h. 5 tbsp. 191 of the Criminal Code of Ukraine).
