"The existing practice - either lack of dialogue or support of draft laws without discussion - prevented us from developing relations built on observance of norms and rules of public discussions that preceded the adoption of laws," said Volodin. "Without the personal support of the prime minister, we could not build this dialogue, synchronize the regulations of the State Duma with government regulations," he stressed.. The head of government reminded deputies about a large number of bills that were made in due time in the State Duma, but for various reasons they were not considered. Work on them should be carried to the end, he urged, agreeing that a number of documents have already lost relevance.
