The document, or rather the court decision that I want to make public, sheds light on how the chief reformer of the judiciary and the embodiment of the "court of the future," Deputy Head of the AP Aleksey Filatov decides his personal problems with the hands of the judges dependent on him, and does so in Direct sense at the expense of ordinary Ukrainians.

June 3, 2015, the NBU adopted Resolution No. 354 "On the vagulability of the situation on the coarse-credit that Ukrainian currency market" which among other things restricted the withdrawal of deposits from bank accounts to UAH 15,000 per day, and foreign currency deposits were ordered to withdraw only in UAH, according to the rate of the NBU.

But it turned out that this decision is obligatory for execution only by mere mortals and does not concern the new political elites of our country in any way.

So, exactly 3 months after the NBU Resolution No. 354 appeared, a foreign currency deposit of $ 803,858.68 was withdrawn from the deposit account of PJSC "Alfa-Bank" in the name of Filatova Anastasia Valeryevna. And the recipient of this deposit by proxy was personally the deputy head of the Presidential Administration, responsible for judicial reform Alexey Filatov. Here is the bank statement.

But how did it happen that the bank issued a deposit bypassing the NBU resolution? Very simple. According to the decision of the Shevchenko court. Of Kyiv. This is in the bank statement itself.

It turned out that in July Anastasia Filatova, (apparently, the sister of the deputy head of the AP Aleksey Filatov) tried to withdraw his deposit, but citing the NBU resolution, the bank quite logically refused to do it.

Then Mrs. Filatova filed a lawsuit against Alfa-Bank PTA with a demand to pay her her deposit and a miracle, Shevchenko court granted the suit of Anastasia Filatova and ordered Alfa Bank to pay the whole deposit in one currency and in foreign currency. What actually happened.

Here is the judgment itself.

It is noteworthy that the Shevchenko court. Kiev in the person of Judge Oleg Malinnikov took his decision in absentia, since neither Mrs. Filatov nor the defendant's representatives appeared in court. And actually why? Both sides certainly knew what the solution would be.

And given that the recipient of the deposit was personally the main reformer of the judicial system in Ukraine, Alexei Filatov, then it's probably not worth to be surprised by such a decision of the court. After all, it is from this person that the future of each judge depends in the system of fair and non-politicized courts of Ukraine.

Alexei Filatov is not the first time in such a scandal. So, 2 years ago, ex-chairman of the Kyiv Court of Appeal Anton Chernushenko accused the deputy head of the AP of direct pressure on the judges demanding the adoption of the necessary decisions.

The Pechersk court even ordered the Kiev Procurator's Office to start on these facts pre-trial proceedings.

But as we see the result of the investigation of the judicial reform of Alexei Filatov became its continuation.

By the way, in the declaration of Alexey Filatov for 2015 which he submitted to NAPK, it was declared two million dollars in cash, and it is not clear whether the sisters withdrawn from his account bypassed the NBU decree got into this declared amount of $ 803,858.68..

Judging by the declaration of Mr. Filatov, his sister Anastasia, a fairly modest person, and is owner of only 25% of a modest 49 meter apartment.



The question remained open as to where the 23-year-old Anastasia Filatova has about one million dollars in her bank account, whose money really was, and why did they need to remove them so hastily and clumsily? Maybe this is money for judicial reform?.
