In Ukraine, from February 10, the єOselya program began working according to new rules. Participation is now allowed only to those who have no more than 52.5 sq.. m of housing for one or two people, and strict restrictions on the area and cost of real estate were introduced. In fact, you can only buy apartments and houses within the price limits set by the state, even if the borrower is willing to make a larger down payment.

Even in regions with lower real estate prices, the purchase of a larger property is not provided for under the program. It is only allowed to exceed the standard area by no more than 10%.. For housing put into operation less than three years ago, the state allows an additional deviation from the limits on area and cost, also within 10%.
The most noticeable changes affected the cost of housing. If earlier the program did not actually limit the price of the apartment, and the difference could be compensated with a large down payment, now the rules have become much stricter.
The maximum price of housing is determined on the basis of the maximum construction cost, which is approved by the Ministry of Regional Development, using regional coefficients and a permissible excess of no more than 10%. It is these price limits that actually determine what kind of housing can be purchased on eOseli.
In Lviv, where prices for new buildings are traditionally high, the situation is even more complicated, notes Dmitrieva. The maximum cost of an apartment under similar conditions is about 4.14 million UAH. Therefore, a significant part of new residential complexes that will enter the market in 2025–2026 do not meet the requirements of ДOseli solely due to exceeding price limits.
According to Ukrfinzhitl, in 2025, 64% of mortgage transactions on єOseli were for new buildings. At the same time, most residential projects were designed in 2024 - the first half of 2025, when new restrictions were not yet in effect.
