Public servants who received funds under the EPidtrimka, Zimova Pidtrimka and National Cashback programs are required to declare these payments as income. Monetary compensation for the “Baby Package” must also be indicated in the declaration, while assistance in kind does not..

This was reported by the National Agency for the Prevention of Corruption (NAPC). The clarification applies to all persons who are required to submit electronic declarations and have benefited from government financial assistance, regardless of the amount of funds received or the purpose of the payments..

NAPC clarifies that all funds received under the programs “National Cashback”, eSupport, “Winter Support” must be reflected in the electronic declaration. We are talking specifically about cash receipts credited to the recipient’s bank card. It is noted that these payments qualify as income and must be indicated in section 11 of the declaration - “Income, including gifts”. The procedure for entering such data is simplified as much as possible. When choosing a type of income, the system automatically pulls up information about the source of payments. The declarant only needs to correctly indicate the amount of funds received for the corresponding reporting period.

Separately, NAPC draws attention to the fact that in section 12. 1 declaration must indicate the bank in which the account or card is opened to receive social benefits under these government programs. Another important nuance concerns the “Baby-box” help.. If such support is provided in kind, that is, in the form of a set of things for a newborn, it is not subject to declaration.

However, in the case of monetization of this assistance, when instead of a package parents receive a cash payment, such an amount is considered income and must also be reflected in the declaration. NACP emphasizes that failure to reflect even social payments can be regarded as providing false information in the declaration.

It is noted that this, in turn, may become the basis for inspections and prosecution under anti-corruption legislation.. To avoid mistakes, the agency recommends using the NACP Knowledge Base, which contains detailed explanations on the declaration of income, including government social support programs.
