In Ukraine, they plan to create a unified social sphere system, which will unite data from dozens of state registers - from military registration to taxes and property. The law can be adopted as a whole on September 18, after its signing, the process of filling the base and its launch will begin. The system will be used to make social payments as targeted with the minimum of the bureaucracy.
We are talking about bill No. 11377 for the authorship of the Cabinet of Ministers. According to the judicial lawying newspaper, the document mentions not only social data, but also information about military registration, crossing the border, taxes, real estate, cars, education, medical records, enforcement proceedings and even cases of domestic violence.
In fact, the state will receive the most complete picture of every citizen available in real time. The bill provides for the integration of more than 20 key state bases: from the register of military liable for military service and the demographic register to the healthcare system, land cadastre, register of acts of civil status and judicial data.
Also, information on tax payments, the availability of cars and real estate, open enforcement industries, the status of war veterans, facts of border crossing, etc.. The list is not final - the Cabinet will be able to expand it.
The functioning of the system will ensure the Ministry of Social Policy, but technical capacities can be placed even abroad - subject to coordination with the SBU. They plan to finance the creation and support of the system both from the state budget and at the expense of international partners, donors and investors, this means that the launch of the project will directly depend on cooperation with international structures.
Data to the system will receive free and without fail from all state register. For delay or non -editing of information, responsible officials will be punished.
A single base will allow the state to automatically update citizens' data, identify errors and incorrect records, conduct statistical and analytical analysis. Requests for information can be made to both citizens personally and authorities within their powers.
To avoid abuse, the bill provides for the creation of a public monitoring body under the Ministry of Social Policy.
It will include human rights activists, representatives of public organizations and experts on digital technologies and cybersecurity. They will have access to information about the work of the system (without personal data) and will be able to attract independent specialists to control.
A unified system will become a kind of " In particular, whether he pays taxes, whether it is on military registration, whether cars, housing, debts or court cases have a car. It is noted that this should simplify the provision of social services, make them more targeted and reduce the bureaucracy.
