The business community united by the American Commercial Chamber in Ukraine (ACS) called on the Ukrainian government to introduce state financing of railway passenger traffic, and cancel the cross-subsidization mechanism through income from the freight segment in 2026.
The assembly notes: the problem of unprofitability of passenger transportation remains relevant for a long time. And despite the fact that UZ is now trying to develop and optimize the passenger segment, in 2025 the company's financial losses from this type of transportation are predicted at more than 22 billion UAH.

The House Member companies called on the government to develop an annual subvention mechanism to compensate for the losses of UZ from passenger transportation predicted in 2026 at the expense of the state budget in the amount of UAH 21 billion. This, according to the ACC, will be an important step for the formation of an effective and balanced tariff policy in the railway industry.
Earlier, the European Business Association also called on the government to lay compensation for Ukrzaliznitzі in the state budget-2026 for unprofitable passenger transportation in order to avoid the next shift of these losses to consignors. EBA emphasized that the model of cross-subsidization contradicts European practice and reduces the competitiveness of cargo owners.
Also there they advised to abolish the land tax for the bonds, because it does not exist in any developed country.
Recall, Ukrzaliznitsa expressed the initiative to increase tariffs for freight railway transport by 37%to cover growing losses from passenger transportation. At the same time, according to economists, such an increase can lead to a drop in a cargo base by 15%, which will give UP only about 12 billion UAH of additional income. At the same time, losses for the economy will amount to UAH 96 billion and 36 billion UAH tax revenues.
