Ukraine has several potential ways to get a temporary delay in the action of a cross -border carbon adjustment mechanism (CBAM), which the European Union will fully introduce since 2026. However, the embodiment of this idea will require clear steps from Ukraine.

This was stated by the scientific director of the project Green Deal Ukraine Georg Tsahmann.

According to him, there are three options for obtaining a certain delay.

The first is provided for in Article 2. 8 of the CBAM regulations. She " This is possible if the country has a very clear path, a clear road map for carbon pricing and combining markets "

" If Ukraine introduces the price of carbon for its generation of electricity and concludes an agreement on combining markets with the EU, if it can show a clear road card, it can receive a delay that will greatly simplify the trade between the EU and Ukraine, otherwise there will be a mess in the electric power sector, ”the expert explained.

The second path is the use of Article 30. 7 of the CBAM regulations, the so -called "

" And then the European Parliament and the Council of Europe. they will have to agree with this, ”Tsahmann noted.

The third option is the introduction of pricing in carbon, equivalent to European, following the example of Switzerland. This would mean the binding of the Ukrainian system to the EU emissions system and the need to use CBAM for Ukrainian exports.

The expert emphasized that although a delay is possible, it will require clear internal steps from Ukraine: “It would be really interesting for Ukraine to get some delay, but this will require. Significant system steps for internal pricing on carbon and road maps of the market "

Recall, according to the estimates of the Federation of Employers of Ukraine, CBAM in 2026 can reduce Ukraine GDP by 4.8% and reduce exports to the EU by almost 8%. The budget risks losing up to 125 billion UAH, and the country - more than 73 thousand. jobs.
