The Pension Fund of Ukraine has published a list of categories of pensioners in respect of which coefficients will be applied in 2025, since the size of pensions exceeds 10 subsistence minimums established for persons who have lost their ability to work (2,361 UAH), that is, to those pensions, the size of which exceeds 23,610 UAH.

So, according to the Law of Ukraine “On the State Budget of Ukraine for 2025”, the coefficients apply to pensions that are assigned:.

Recall that the government decided to use lowering coefficients for pensions, the size of which exceeds 10 subsistence levels. The restrictions relate to payment for which insurance premiums were not paid, which is an additional payment from the state for work in individual institutions.

According to the resolution, the higher the size of the pension, the greater the coefficient will be applied:.

To the part of the pension, which exceeds 10 subsistence levels (23610 UAH) and does not exceed 11 subsistence minimums (25971 UAH), a coefficient of 0.5 will be used;

to the part of the pension that exceeds 11 PM (25,971 UAH. ) and does not exceed 13 PM (30,693 UAH. ) - 0.4.

To the part of the pension, which exceeds 13 PM (30693 UAH) and does not exceed 17 PM (40137 UAH) - 0.3.

In the part of the pension, which exceeds 17 PM (40 137 UAH), and does not exceed 21 PM (49 581 UAH) - 0.2.

In the part of the pension exceeding 21 PM (49 581 UAH) - 0.1.

Note that according to PFU, more than 10 thousand hryvnias receive a pension of 12% of pensioners. According to the Ministry of Social Policy, the norm will be subject to about 17.6 thousand. "
