Employment of persons with disabilities: how an employer can receive compensation

Because of the war that Russia started, many Ukrainians lost their jobs. To improve the employment situation, the government has introduced compensation for employers. Specialists of the “Legal Adviser for IDPs” told how to receive compensation for the actual costs of arranging a workplace for an employed person with a disability. This issue is regulated by Cabinet Resolution No. 893 of August 22, 2023.

Conditions for receiving compensation.

A person with a disability of group I or II is employed from among the insured persons.

A person with a disability has been employed since the entry into force of the relevant resolution (t. from August 29, 2023.

No more than 90 days have passed since the date of employment.

Compensation is provided for auxiliary aids purchased by the employer to set up a workplace for a person with a disability according to the list.

How to get compensation.

Contact the Employment Center at your location with a statement:.

in person in paper form;

in electronic form: through the web portal of the State Employment Center (if technically possible); by email using an electronic signature; via the Portal "

The following are attached to the application:.

certified copy of the order (instruction) on hiring/copy of the employment contract/information from the register of insured persons;

a certified copy of a document confirming the employer’s purchase of auxiliary aids for arranging the workplace of an employed person with a disability (agreement, invoice (invoice, receipt, invoice, etc.). ));

information about economic activities, as well as about all minor government assistance received over the last 3 years, its form and purpose.

Application review period is 10 working days from the date of application submission.

Compensation is paid in the amount of the employer's actual expenses for arranging the workplace of an employed person with a disability, but not higher than:.

15 minimum wages (from January 1, 2024.

– 106,500 UAH, from April 1, 2024. – 120,000 UAH) – for persons with group I disabilities;

10 minimum wages (from January 1, 2024. – 71,000 UAH, from April 1, 2024. – 80,000 UAH) – for persons with disabilities of group II.

Because of the war, many Ukrainians were forced to leave their homes. To help them find work in the new city, the government introduced compensation for employers. In 2024, the amount of compensation and the timing of their provision changed.
