Some Ukrainians who cannot pay for housing and communal services on their own are entitled to receive a housing subsidy. To do this, they must submit an application. This can be done using the web portal of electronic services of the Pension Fund of Ukraine.

application for entering information into the Unified State Automated Register of Persons Eligible for a Benefit;
application for the appointment and provision of housing subsidies;
application for benefits for payment of housing and communal services, purchase of solid fuel and liquefied gas;
application for the recalculation of a previously assigned housing subsidy;
application for the recalculation of a previously assigned benefit;
application for a change in the method of payment of a housing subsidy or benefit.
How to apply for the assignment or recalculation of a subsidy.
Log in to the web portal using a qualified electronic signature (QES).
In the left side menu, click “PFC Communications”.
Click on “Application for a housing allowance or benefit”.
Choose the type of application you need.
Fill in the fields of the application form.
Upload pre-scanned documents: applicant's passport; an identification number; bank account number for transferring funds in the international IBAN format (requirements for a bank account - follow the link).
Form an application, sign it with the CEP and send it to the Pension Fund of Ukraine.

Be sure to consider the requirements for scanned copies of documents:.
made from original documents;
must be colourful, clear and legible;
saved in JPG or PDF formats;
The size of each file must not exceed 1 MB;
titles must match the type of scanned document.
A housing subsidy is an irrevocable targeted state social assistance to consumers who cannot independently pay for housing and communal services. The legislation provides only two cases when the overpaid subsidy is returned to the state.
