The Verkhovna Rada has registered draft law No. 9212 on funded pension provision, which proposes, in particular, to oblige the employer to pay part of the employee’s salary to the funded pension fund. The project was analyzed by Judicial-Legal Newspaper.

The authors of the legislative initiative were a group of people's deputies from the Servant of the People faction and the opposition. Among the initiators are the leader of the mono-majority faction David Arakhamia, the head of the committee on social policy, as well as the first vice-speaker, non-factional Alexander Kornienko.

The bill proposes to establish mandatory participation in the funded pension system for all categories of working persons until they reach 55 years of age. In addition, it provides for mandatory payment by employers of pension contributions in favor of employees..

According to the project, employers will pay from the wages of employees:.

1% - in 2023,.

1.5% - in 2024,.

2% - from 2025.

And the state will co-finance such contributions on a parity basis at the expense of the State Budget of Ukraine.

At the same time, the amount of the unified social contribution paid by the employer will remain unchanged.. And the funded contribution will be included in the unified social contribution.

Employees will be able to increase the amount of their self-contributions at their own request..



The funds of the accumulative system on individual pension accounts will be the property of the participants in the system. And in the event of their death, ownership of the pension savings will be transferred to their heirs..

At the first stage, a state accumulative fund will be created. After the end of the transition period, mandatory pension contributions can also be entrusted to private funds.
