As noted in the explanatory note, in accordance with the Law of Ukraine dated 21. 09. 2022 No. 2618-ІX “On Amendments to Section XX “Transitional Provisions” of the Tax Code of Ukraine regarding excise tax rates for the period of the legal regime of martial law, state of emergency” is established for the period until the termination or cancellation of martial law, state of emergency on the territory of Ukraine, but not. 07. 2023, the following excise tax rates: for motor gasoline, heavy distillates, other petroleum products, alternative motor fuels and biodiesel in the amount of 100 euros per 1000 liters of liquefied gas, butane, isobutane - 52 euros per 1000 liters.

It is also proposed to establish a schedule for bringing excises on fuel “to the minimum level determined by the EU directive” until 2028, when it will exceed 300 euros per 1000 liters. Excises on diesel, according to the plans of the Ministry of Finance, will also exceed 300 euros per 1000 liters by 2028.
