The Cabinet of Ministers submitted to the Verkhovna Rada three bills that provide for a complete exemption from taxation of cars with electric motors, customs clearance of cars in the Diya application and where to send excise tax from vehicles imported into the customs territory of Ukraine. This was announced by Prime Minister Denys Shmyhal.
“Our bill contains rules providing for a complete exemption from taxation for cars with electric engines and a lower rate for cars with hybrid engines.. As part of the Ukrainian Green Deal, this means taking care of our ecology and cleaner air,” the Head of Government noted..

The second bill contains norms providing for customs clearance of a car in the Diya application.
As the Prime Minister noted, the bill will permanently eliminate any schemes, corruption and manipulations with prices for cars during their customs clearance.. According to him, the customs officers will not influence the customs clearance formula - it will be determined solely by the characteristics of the car: the volume, type and power of the engine, the age of the car and its exclusivity.
“Customs clearance will be as simple and convenient as possible. It is enough to enter the VIN-code of the car, and the calculation of payments is made automatically. You can pay directly in the app. The whole process of customs clearance is no more than 5 minutes,” said Denis Shmihal.

In addition, with another bill, the Cabinet of Ministers decided where to direct the excise tax from vehicles imported into the customs territory of Ukraine..
The Draft Law \; the remaining 50% of such revenues are directed to a special fund of the State budget.
It is also planned to abolish the norm on attributing to the income of the general fund of the State budget fees for compulsory state pension insurance paid upon acquiring the right of ownership of cars subject to the first state registration.
