The NBU has determined in which cases banks will be able to block funds in the accounts of citizens during martial law

The National Bank determined the procedure for banks to act in case of crediting cash to the accounts of individuals in the amount of more than 400 thousand. UAH and failure to provide documents on sources of origin at the request of the bank. The corresponding procedure will be applied during martial law in Ukraine.

This decision was taken by the National Bank in pursuance of the Law of Ukraine “On Amendments to the Tax Code of Ukraine and other legislative acts of Ukraine regarding the validity of the norms for the period of martial law”.

The procedure itself was approved by the Resolution of the Board of the National Bank of Ukraine dated April 8, 2022 No. 69 “On Amendments to the Resolution of the Board of the National Bank of Ukraine dated March 23, 2022 No. 60”. It will be applied during martial law in Ukraine.

According to the decision of the NBU, if the client, in the event of crediting cash in excess of 400 thousand. UAH will not provide, at the request of the bank, documents or information necessary to establish the sources of origin of such funds, debit transactions from this account will be limited.



In the event of a limitation on the funds on the account, it will be possible to carry out only financial transactions in support of the Armed Forces of Ukraine, by crediting funds to the accounts of the Armed Forces of Ukraine and a special account opened by the National Bank, for charitable assistance to the account of the Ministry of Social Policy of Ukraine opened by the National Bank, as well as.

All other measures are taken by banks in accordance with the requirements of the legislation in the field of financial monitoring.
