The head of state asked the government to calculate the increase in budget expenditures on education, health and infrastructure. This will increase the productivity of the economy, increase the proportion of economically active population, reduce poverty and ensure welfare. The main question is where to get money for such a reform. Officials and experts discuss several financing options. Firstly, after the presidential election, the individual income tax (Personal Income Tax) and excises on luxury goods may be increased for the implementation of the program. This opportunity was discussed at high-level meetings, Vedomosti reports referring to their participants. In Russia, a progressive income tax can actually be introduced. A graded scale of taxation will be obtained, under which citizens will give 15% to the budget from each salary, and not 13%, as now. But at the same time, the tax deduction will increase, and the poorest sections of the population (whose income does not reach 45% of the average wage) are generally exempt from taxes. That is, the main burden will fall on those who decently earn. Secondly, funds for human capital and infrastructure can be freed up through the redistribution of money in the budget. The idea of ??a budget maneuver is defended by the head of the Center for Strategic Research (CSR) Alexei Kudrin.
He proposes to 2024 g. increase spending on education by 0.8% of GDP, on health - by 0.7% and on infrastructure - by 0.8% compared to 2017.
At the same time, defense spending will not be reduced, but spending on law enforcement agencies and the control and audit apparatus will be significantly reduced.. They are now heavily inflated, their optimization will free up 1% of GDP. The CSR expects that the full implementation of its program will accelerate economic growth to 3% as early as 2019. Thirdly, the source of funds may be a weakening of the budget rule. Now the government is putting aside all the proceeds from the sale of oil at a price over $ 40 per barrel. But today, black gold costs $ 69, so the state can afford to spend a little more. The cut-off price can be raised to at least $ 45. This will additionally bring the budget for current expenditures of about 1% of GDP. Fourth, the Ministry of Finance and the Ministry of Economic Development propose to mobilize additional funds through economic whitening and increasing the targeting of social support. To this can be added and structural reforms, which in themselves are aimed at accelerating the growth of GDP and additional budget revenues. Finally, an effective but not very popular way of obtaining free money is to increase the retirement age. Experts say that the funds received in this way will have to be fully used for health care, since the main consumers of medical services are elderly people, at whose expense, in fact, reform is carried out. It is necessary to increase accessibility and quality of services in the primary polyclinic, to invest in high-tech medicine.
Experts are more inclined to redistribute budget expenditures. "A politically acceptable maneuver should, as a rule, be accompanied by a redistribution of additional revenues from economic growth, rather than a reduction in nominal expenses," believes Rector of the Russian Academy of Science and Technology Vladimir Mau. But if economic growth is lower than the promised 3%, it will be necessary to release additional resources: raise the retirement age, abolish tax benefits, raise income tax or mitigate the budget rule.
