The draft document defines the goals, tasks and mechanisms for the withdrawal of the energy complex to a fundamentally new and qualitative level of development. In particular, the priorities of the energy strategy project include the abandonment of anthracite coal, favorable conditions for the gas industry, the continued use of nuclear energy, the restoration of exploration, development and extraction of hydrocarbon resources on the shelf, creating favorable conditions for domestic enterprises and foreign investors.

Energostrategy-2035 provides for the integration of Ukraine's energy system into the continental Europe's synchronous zone ENTSO-E.

In addition, the strategy proposes to abandon the formation of pricing and tariff policy on a "cost plus" basis, it is planned to move to incentive tariff regulation with the subsequent transition to market mechanisms.

In addition, one and the tasks of the Energy Strategy is, in the short term, to drastically revise contractual relations with the Russian Federation through the negotiation process in the trilateral format of the EU-Ukraine-Russia, with the aim of introducing changes in the scheme for receiving and transferring transit volumes of gas from the western to the eastern border of Ukraine with the assistance of the European Alliance.
