Recalculation of pensions from April 1: why working pensioners do not feel fair

From April 1, 2026, pensions for working pensioners will be recalculated in Ukraine. Formally, this is positive news: the state takes into account the fact that people continue to work after retirement and pay insurance premiums.

Changes for the 1st quarter are carried out automatically - without additional human resources. There is a lot of concern among pensioners who, after the recognition or prior adjustment of pensions, continued to practice.

The pension will be changed in two ways:.

We are talking about emergency pensions, recognized by the Law of Ukraine “On Legal Pension Insurance”. For pensioners who are collecting their pensions for long-service services, the restart will be carried out only after they have already reached the pension age.

Before the retirement period, you need to get insurance: the insurance period accrued after the recognition or prior to the pension renewal; wages for which the pension was assigned or reinsuranced. In this case, you can get a job and your salary will be waived even after you retire - whichever is more beneficial for the person.

However, there is one important detail. In the face of such a changeover, the indicator of the average salary, which stagnated with the recognition or previous changeover of pensions, does not change.

In practice, this means that when people retire, they are looking for a salary; when their pension is restructured, the old basic indicator will stagnate.

How it looks on the butt. Let’s say people work the remaining two jobs and earn a salary of 30 thousand. UAH, for which a single social contribution is regularly paid. To determine the coefficient of wages, income will be equal to the average salary for 2024–2025, which was 14,975 UAH to 24,293 UAH.

But then this coefficient will depend not on the current salary, but on the basis on which people have assigned a pension. For most pensioners who retired a long time ago, the average salary in 2017 is UAH 3,764.4. After indexation, the won will become approximately UAH 9,992 in 2026.

As a result, a person who today earns 30 thousand hryvnias and pays contributions, deducts the pension override, and actually pays about 9992 UAH from his salary..

Such a mechanism essentially changes the real effect of the restructuring of pensions for working pensioners. In fact, the system does not pay the insurance contributions that people continue to pay after retirement. The result is injustice: people work honestly, pay contributions from their daily wages, and their pensions are overinsurance based on the old base.

The insurance principle of the pension system conveys a simple rule: the amount of the pension may be deposited from the payment of insurance contributions.

However, the current procedure for restructuring pensions for working pensioners actually violates this principle. Even the contributions are paid from current income, and the pension is insured from the old salary base.

Moreover, many working pensioners do not perceive fairness in the system until their contributions continue to work. And as long as this mechanism is not overhauled, pension changes will be deprived of more formality than real shifts in the income of people who will continue to work after retirement.
