Ukrainian pensioners should confirm their income: from whom and when can a certificate of income be required?

In Ukraine, a certificate of income from pensioners may be required when applying for subsidies, benefits, traveling abroad, transferring a pension or solving other financial issues.. You can receive the document online through the portal of the Pension Fund of Ukraine (PFU) or Diyu or in person at the service center, and the electronic certificate has the same force as a paper one.

The Ministry of Social Policy of Ukraine reports this. As the message says, not all pensioners need a certificate of income all the time, but only in specific cases.

In particular, it is required when receiving or replacing a pension certificate, applying for subsidies, social benefits or government assistance. The document is also required when traveling abroad, transferring pension payments outside of Ukraine or terminating business activities..

In addition, a certificate of income may be asked if the pension of a deceased husband or wife is transferred to another family member, as well as when drawing up a power of attorney, according to which another person will receive pension funds instead of the pensioner. PFU offers several ways to obtain a certificate, which greatly simplifies the procedure for older people. The most convenient option is online registration through the PFU electronic services web portal. To do this, you need to log in using a qualified electronic signature, go to your personal account, select the “Communications with Pension Fund” section and submit a request to receive a pensioner’s income certificate.

When filling out an application, you must indicate the period for which information is needed, a contact phone number and consent to the processing of personal data. An alternative option is to issue a certificate through the Diya application or portal. The pensioner needs to log in using CEP, BankID or Diya, select the “Pensions, benefits and assistance” section and order an income certificate. The document is generated electronically and is available for download.

For those who do not use digital services, it remains possible to contact the Pension Fund service center personally. In this case, the certificate is issued in paper form after submitting the appropriate application and checking the data.

Most often, pensioners need proof of income specifically to apply for a housing subsidy.. The right to such assistance are persons for whom payment of utility services exceeds the mandatory payment determined taking into account income.

After receiving the application and documents, the pension fund checks the information and makes a decision on assigning a subsidy. In addition to a certificate of income, you may need an application indicating all utilities, as well as a rental agreement or a certificate of place of residence if the pensioner is an internally displaced person. For most citizens, subsidies are recalculated automatically, but when you first apply, you cannot do without an income certificate.
