The Cabinet of Ministers ordered the Pension Fund of Ukraine (PFU) to count work in other states in pension experience, and pensioners - to prove that they do not receive pensions in the republics of the former USSR. We understand how these pension innovations will affect the welfare of pensioners.

A little about the last regulatory act. The Cabinet of Ministers of Ukraine approved the procedure for confirming and enrolling the periods of the person’s work in another state in the insurance experience (work experience) to determine the right to appoint a pension by age. The procedure is determined by the resolution of the Cabinet of Ministers No. 562 of May 16, 2025.
If, before the adoption of this resolution, the future pensioner confirmed the experience with certificates (or other documents) from the places of work in other states, namely in the republics of the former USSR, now it is still necessary to prove that he does not receive a pension in this state. The decision also stipulates that the periods of work of persons in other states are counted in the length of service if such persons have an appropriate agreement.
Confirming documents to attach to applications for the appointment of a pension, it is still necessary. Most often this is a certificate of salary for the period of work in a particular organization, at one or another enterprise of the republic of the former USSR.
However, the resolution provides for cases when to get directly relevant information from the state where the future pensioner worked is difficult or impossible or if he did not submit confirming documents for some reason for some reason.
In this case, the territorial authority of the PFU within five business days after receipt of the application for a pension with all the necessary documents submits a request to the Foreign Ministry to provide confirming documents to send it through diplomatic channels to the body providing pension provision in another state. Five working days from the date of receipt of the relevant request are also assigned to this..
If there is no possibility of exchanging information between the territorial PFU bodies and the authorities providing pensions in other states, the request is sent after the appearance of the opportunity to conduct an exchange. Any maximum term of the “emergence of the possibility” in the resolution of the KMU is not stipulated.
After the PFUs of the confirming documents enters the territorial body of the work specified in them, are counted in the person’s insurance in calendar calculation to determine the right to appoint a pension.

The Cabinet of Ministers also approved the procedure for confirming the non -comprehension of pension payments to persons living in Ukraine for periods of work until January 1, 1992 outside Ukraine in the republics of the former USSR to enroll them in insurance experience.
In the application for the appointment of a pension, the applicant must report whether he receives or not pension payments in other states, and attach confirming documents issued by the pension provisions of these states. And in the absence of documents on non -receipt of pension payments in another state, the future pensioner must indicate the reason for the impossibility of receiving them. He can also apply to the territorial PFU body for help in filing a request for the relevant documents to another state.
Before the receipt of these documents to the territorial body of the PFU, the pension is calculated without taking into account periods of labor activity before January 1, 1992 outside Ukraine in the republics of the former USSR, except in cases of the lack of the ability to exchange information between the pension provision bodies and the pension provision authorities of another state.
The Pension Fund was instructed to ensure a revision of decisions on the appointment of pensions adopted by the territorial bodies of the PFU for the period from the day the law “On amendments to some laws of Ukraine on the settlement of the issue of calculating insurance experience and pension provision” dated April 23, 2024 No. 3674 to the day the resolution of the resolution was made into force..

Thus, from now on, the length of service received by Ukrainians abroad will be included to determine the right to a pension by age in Ukraine. Accordingly, after its accounting, the size of the appointed pensions will be reviewed towards the increase, since the length of service, together with the size of deductions to the joint pension system, is a key criterion for determining the size of the pension.
Let me remind you that this year the insurance experience for calculating the age pension is:.
at 60 - at least 32 years;
at 63 - at least 22 years;
at 65 - at least 15 years.
According to PFUs, out of the current 10.3 million pensioners, 72.5% receive pensions by age. At the same time, almost 3 million pensioners continue their career after retirement. That is, it is completely useful to collect confirmations about work in enterprises (in institutions, organizations) of the republics of the former USSR and contact the PFU body with a request to count the periods of work there in the insurance experience. In case of refusal for any reason, the PFU bodies often interpret the legislation not in favor of a pensioner, do not forget about the existence of courts.
The changes adopted in pension legislation are a bilateral process. On the one hand, the expansion of the possibilities of recording foreign experience will inevitably increase the load on the pension system of Ukraine, requiring additional financial resources, which are already limited.
However, on the other hand, these measures significantly strengthen the principle of social justice, guaranteeing that each labor contribution of a citizen, regardless of the place of its implementation, will be taken into account when accruing a pension. It is especially important that the new rules, despite the increased requirements for documentation, establish more transparent relations between pensioners and the state. Such transparency is critical to strengthen confidence in the joint pension system, the stability of which directly depends on the public recognition of its justice and reliability.
