According to von der Lyain, during the past European Council, the level of consensus around the defense issues among the leaders of the countries was " They realized that they should think and act differently in order to mobilize economic resources to strengthen their own security. " After the Cold War, someone believed that Russia could be integrated into the economic and architecture of Europe. Others hoped that we could certainly rely on American protection. Therefore, we reduced our protection. We reduced more than half our defense expenses from the usual average level above 3.5%. We thought we could use the dividends of the world. But in reality, we only created a security deficit. The time of illusions ended, ”said the head of the EC.
She emphasized that Europe should take great responsibility for its own defense " This requires Europeans of courage to achieve a “surge” in their own defensive abilities due to safety situation.
" There is an urgent need to make up for a deficiency in military supplies for Ukraine and provide Ukraine with strong security guarantees. But this decisive moment concerns not only Ukraine.

Recall, on March 6, all 27 EU member states agreed on the European rearmament plan in 800 billion euros, which was presented by Ursula von der Lyaine.
