The stated reason is the same as then, that is, the expected cold weather, but the very fact of Donald's reference to Ronald means not just a SYMBOLIC repetition, but a DESIRED symbolism.
There is even no doubt:
if the inauguration of not Reagan, but Biden, had been in the rotunda at one time, no minus 20 or minus 30 would have forced Trump to show the same concern for his fellow citizens, guests of honor, dogs, police officers and horses.

As well as for peace between Israel and Hamas with the release of hostages! A good start, a good sign.
