G7 countries are ready to join in monitoring the implementation of urban reform. This was stated by Deputy Prime Minister for the Reconstruction of Ukraine Oleksandr Kubrakov, the press service of the Ministry of Infrastructure of Ukraine reports..

Kubrakov, together with the Minister of Digital Transformation Mikhail Fedorov and other officials, held a working meeting of representatives of the embassies of the G7 countries. It was about the implementation of the scandalous law 5655 on reforming the urban planning sector and the creation of a monitoring group that will accompany the implementation of the necessary changes to digitize the construction sector and effectively manage recovery processes..

“The adoption of this law caused a heated discussion in society and this is a correct and necessary process.. Today we are changing the very approach to the urban planning industry and digitalizing the processes of issuing permits, accepting objects for operation, as well as monitoring the progress of construction. We are creating such a reform for the transparency of all processes, and we ourselves are open to expert dialogue,” Kubrakov emphasized..

The Deputy Prime Minister also noted that the bill takes into account all the comments from the NACP in full..

He added that he invites representatives of the G7 countries and all industry stakeholders: profile associations, businesses, anti-corruption organizations to create a monitoring group that will monitor the implementation of the reform and the development of by-laws necessary to launch the law..

Mikhail Fedorov recalled that the first stages of the reform began two more years to create the Portal of the state electronic system in the field of construction. Then the Register of Construction Objects was in private hands abroad, and bribes were literally registered in the system.

According to him, today the electronic system records every action or inaction of officials..

Fedorov called the digitalization of the services provided by local authorities provided for by law 56655 the most anti-corruption reform in recent years..

In addition, he added that he is ready for any audit of the industry's digitalization process..

After the ambassadors of the G7 countries declared their readiness to join the monitoring of the implementation of the reform. According to German Ambassador Anka Feldhusen, it is timely for Ukraine, in particular, given the post-war reconstruction of most of its regions..

Feldhusen noted that when implementing the reform, it is important to take into account the opinion of local communities and preserve their powers.

Law 5655 was adopted in the Verkhovna Rada on December 13 and is now being signed by the President of Ukraine.

Even before the end of the day, a petition to the President of Ukraine demanding a veto on the law gained the necessary 25,000 votes for consideration..

The opponents of the bill are most concerned about the lack of control of developers and the virtual elimination of architects and communities from participating in urban development.. In their opinion, the current version of the document lobbies the interests of large developers.

“Zerkalo Nedelya” since the moment bill 5655 was registered last summer attracted the attention of readers to the problems of chaotic urban development and the deprivation of the public of the rights to oppose this if it is adopted..
