The Verkhovna Rada allowed the President of Ukraine to single-handedly remove from office and appoint the heads of regional and district state administrations, as well as the Prosecutor General during the war.
This is provided for by the draft law adopted by the Ukrainian Parliament on May 12 "
The draft law proposes to amend Article 11 of the law on the legal regime of martial law and establish that the President of Ukraine during the period of martial law may decide to remove an official and entrust the performance of his duties to another person, if it meets the requirements of current legislation.
By the same document, legislators expanded their own powers for the period of the war.. In particular, this applies to the appointments/dismissals of the Verkhovna Rada Commissioner for Human Rights and ministers. It is assumed that the Verkhovna Rada during the period of martial law may express no confidence in officials, with the exception of those whose appointment and dismissal is carried out by the Verkhovna Rada of Ukraine on the proposal of the President of Ukraine or the Cabinet of Ministers.
The question of expressing no confidence may be initiated by the Chairman of the Verkhovna Rada of Ukraine or at least one fourth of the people's deputies from the constitutional composition of the Verkhovna Rada of Ukraine.
Such an issue is considered at a plenary session of the Verkhovna Rada of Ukraine without delay, if the majority of the constitutional composition of the Verkhovna Rada voted for it.. The expression of no confidence by the Verkhovna Rada of Ukraine entails the dismissal of an official from his position.
