The head of European diplomacy, Josep Borrell, believes that Russia's war against Ukraine showed that Russian troops cannot capture cities, so they bomb them, as they did in Syria and Chechnya. He said this in an interview with tf1info. fr.

According to Borrell, Russian troops resort to indiscriminate strikes.

“The attack on Mariupol is undoubtedly a war crime, but it’s not just about this hospital. The Russian Federation is not able to take the cities, the Ukrainian resistance is very strong, so it is doing what it did in Syria or Chechnya, bombing.
