EU defines three criteria for closure of internal borders due to COVID-19 pandemic in the world.

In connection with the coronavirus pandemic, the Council of Europe approved recommendations on the coordination of measures to restrict free movement, we are talking about the distribution of countries into zones depending on the epidemiological situation. This is stated in the message of the Council of Europe.

Each week, Member States are required to provide the European Center for Disease Prevention and Control (ECDC) with data on the following criteria:.

number of new reported cases per 100,000 population in the last 14 days;

number of tests per 100,000 population performed in the last week (test rate);

percentage of positive tests conducted in the last week.

Based on this data, the ECDC should publish a weekly map of EU member states, broken down by region, to assist member states in making decisions..

Based on the results, all countries will be divided into four zones:.

green if the 14-day new case rate is below 25 and the test positive rate is below 4%;



orange if the 14-day new case rate is below 50 but the test positive rate is 4% or higher, or if the 14-day new case rate is 25 to 150 and the test positive rate is below 4%;

red if the 14-day new case rate is 50 or higher and the test positive rate is.

4% or more, or if the rate of new cases in 14 days exceeds 150.

gray if there is not enough information or the test rate is below 300.

Member States should not restrict the free movement of persons traveling to or from green areas.
