The Council of Europe explained the rights of children in the digital sphere

The Committee of Ministers of the Council of Europe has published new recommendations for the member countries of the community in order to protect the rights of children in the digital environment - the Internet, mobile devices, social networks. This is stated in a press release of the EU Delegation to Ukraine, reports UNN.

"States should ensure adequate and safe access of children to the digital sphere, provide connectivity and content specifically designed for children; in specialized public places such access should be provided free of charge, "- said in a press release.

The Organization calls on states to take concrete measures to protect the child from the premature impact of the digital environment. In particular, children should explain their rights and freedoms, existing restrictions, as well as instill respect for others' dignity and develop resistance to inciting hatred. In addition, their legal literacy should be upgraded in order to prevent future violations of intellectual property rights.

In addition, the Council of Europe recommended that children be prepared for active participation in "digital citizenship". On the other hand, States undertake to protect the personal data and the privacy of the future citizen.

"States should not prohibit children from using means to encrypt personal data. Their processing should be carried out only with the consent of the children / their parents or legal representatives. Profiling children to analyze or predict their personal preferences should be prohibited by law, "the document says..

Also, the Council of Europe is called upon to take care of developing critical thinking in children in a risk-laden digital environment. The package of preventive measures includes the following:.

regular monitoring of risks,.

use of effective age verification systems,.

introduction of principles for products / services intended or used by children.

In addition, states are obliged to develop measures for the following types of child protection in the digital environment. This is protection from:.

commercial exploitation, age advertising and marketing,.



advertising harmful content and behavior,.

sexual exploitation and abuse,.

recruitment for the commission of crimes,.

participation in extremist political or religious movements,.

human trafficking,.

rape, persecution and other forms of crime.

In addition, children and their representatives should be provided with accessible remedies and complaints, both judicial and non-judicial.
