The Ministry of Economic Development of Russia expects a reduction in pensions in real terms, Vedomosti reports referring to the macro-forecast made to the government. The reason for the fall of pensions is the refusal to index them to working pensioners. According to Rosstat, there are about 10 million of them in Russia. In addition, in 2018, inflation will affect - according to the forecast, it will be higher than this year, and pensions are indexed by the value of last year's inflation, 4 percent versus 3.7 percent. Not to index pensioners working pension, the government decided in 2016, promising to compensate for lost time, when the pensioner will stop working. In May, Prime Minister Dmitry Medvedev instructed to work out an opportunity to return to indexation, however, according to sources, while the draft budget of 2018-2020 does not provide for it. Because of this, according to experts, of real growth of pensions is deducted less than a percentage point. The reliability of the data was confirmed by two federal officials. In the basic scenario on which the budget is prepared, pensions are reduced by 0.7 percent in 2018 and by 0.6 percent in 2019-2020. On Monday, September 11, the forecast was discussed by the government commission on budgetary design. Medvedev instructed to clarify it in connection with changes in the economy.

In January, the head of the Ministry of Labor Maxim Topilin said that the real growth of old-age pensions this year compared to 2016 will be 2.1 percent. On September 7, the chairman of the board of the Pension Fund of Russia (PFR) Anton Drozdov said that in 2017 the size of pensions in Russia will increase by 4.5 percent, almost 100 billion rubles will be spent to bring them to the subsistence level.
