And it's easier to trade with drugs, "said Rob Minks, chairman of the working council of the penitentiary department.

According to him, experiments to provide prisoners with greater freedom gradually spread to the whole country, but there is no scientific basis for this. In Holland, there were only 11.6 thousand prisoners for 17 million people - because of this many prisons had to close. In addition, in September 2016, the country's authorities brought 240 convicts from Norway to provide the remaining prisons.
