The Ministry of Justice of Russia has developed a bill that defines the criteria for self-employed citizens. The document is placed on the federal portal of draft normative legal acts. As proposed by the Ministry of Justice, self-employed persons should be considered "individuals who independently carry out at their own risk a systematic activity in the provision of services, the performance of work for individuals, based solely on personal labor participation, including during a time free from duty to An employment contract ". At the same time, citizens must be over 16 years of age and are not registered as individual entrepreneurs. They will be obliged to notify the tax authority of their activities. The Ministry of Justice explained that after the adoption of the proposed bill it will be necessary to amend the Tax Code, the Labor Code, the Code of Administrative Offenses and other legislative acts. At this stage, public discussions are held on the document.
Since 2017, the law on two-year tax holidays for the self-employed has come into force, which are registered with the tax authorities. The norm applies to housekeepers, tutors, nurses and nannies. According to the business ombudsman Boris Titov, during the first three months of the law, only 40 people registered with the tax service. According to Sergey Ryabukhin, Chairman of the Federation Council Committee on Budget and Financial Markets, today in Russia there are from 15 to 22 million self-employed.
