The EU approved a code of conduct for refugee rescue organizations

NGO courts are prohibited from entering Libyan territorial waters and contacting smugglers. The EU interior ministers supported the "code of conduct" proposed by Italy for non-governmental organizations (NGOs) that save refugees at sea off the coast of Libya. This is stated in a statement released during the meeting of the heads of the Ministry of Internal Affairs in Tallinn on Thursday, July 6. The "clear guidelines" for conducting rescue operations should be enshrined in the code, which must be adopted at the earliest opportunity following consultations with the European Commission and NGOs involved in rescue operations. The draft code drafted by Italy consists of 11 items. In this document, the government in Rome threatens to close access to Italian ports for NGOs if they do not sign the code. Among other things, the project prohibits NGOs from entering Libyan territorial waters and establishing any contacts with smugglers, including light signals in the direction of the coast. At present, non-governmental organizations account for almost a third of the rescue operations off the coast of Libya.

A number of EU countries criticize their activities, believing that it only encourages more people to flee to Europe. NGOs categorically reject accusations that they are cooperating with groups that illegally transport refugees to European countries. Recently, the heads of state and government of 28 EU countries confirmed their readiness to "use all possible levers" to put pressure on states that oppose the return of illegal migrants.
