The Russian National Guard is subject only to Putin. The decree of the President of the Russian Federation says that the commander of the national guard is authorized to give direct orders to units of the regular army. This commander is an old friend of Putin and his former guard Viktor Zolotov. He is one of the most tough figures close to Putin.

At the same time, since the national guard is officially intended for use inside the country, the president of the Russian Federation can bypass the consent of the defense minister, if necessary, to suppress mass protests or a "palace coup".

Deputy commander of the Russian National Guard Sergei Melikov believes that the 400,000-strong Rosgvardia is the "heir to the NKVD".

As reported by the "Observer", on April 5, Putin announced the creation of the National Guard in Russia on the basis of internal troops of the Ministry of Internal Affairs.

On May 18, the State Duma adopted in the basic reading a package of bills regulating the activities of Rosgvardia. The new body reports directly to the Russian president. Natsgvardia RF will deal with the fight against terrorism and organized crime. The troops of the service, by the decision of the president, will be able to be involved in the fulfillment of tasks using weapons.

In addition, the State Duma allowed the Guard to shoot in the crowd.
