Moscow City Hall denied oppositionist Alexei Navalny of organizing an action against corruption on June 12. This was told to Interfax by the head of the Moscow regional department of regional security Vladimir Chernikov. He explained that a citizen who was brought to administrative responsibility was forbidden to be the organizer of a public event. At the same time supporters of Navalny were offered to postpone the mass procession and rally from Tverskaya Street to Sakharov Avenue or to the southeast of the capital. According to Chernikov, "Sakharov Prospect is a traditional place for holding such events in the city center, where it is easier to organize traffic, especially on a holiday". The official noted that on June 12 on the streets of Tverskaya and Okhotny Ryad there were scheduled events in honor of the Day of Russia, and on the 1st Tverskaya-Yamskaya the repair works. "We are ready to continue negotiations on any given day, we do not see any tension," said a representative of the mayor's office, recalling that in accordance with the law, the term for the coordination of the mass event ends three days before its holding. The oppositional team submitted applications for the organization of the action on May 29. The City Hall considered two identical notices - from Navalny himself and from his colleague, the director of the Anti-Corruption Foundation Roman Rubanov. In March 2017, Navalny was brought to justice for disobeying the lawful order of a police officer, as well as for organizing a mass simultaneous stay of citizens in public places, which caused a violation of public order.
This is an anti-corruption action on March 26. According to Part 1 of Article 5 of the Federal Law "On Meetings, Rallies, Demonstrations, Processions and Picketing", the organizer of a public event can not be a person who has an undefined or outstanding conviction for crimes against the constitutional order, state security or public safety, or the one who is more Twice brought to administrative responsibility.
