Chairman of the Chechen parliament, in fact the second person in the republic after Ramzan Kadyrov, Magomed Daudov played a key role in organizing gay persecution in the region and personally was present at the abuse of them.

It is noted that the detainees interviewed by human rights defenders told that they heard how the siloviks who seized them and mocked them were talking about Daudov and about the allegedly received from him team on a strict "cleansing" of gays.

At the same time, the three interlocutors saw Daudov personally when they were held in Argun and Grozny.

Several former detainees also told that various places of power and other officials came to places where they were unlawfully detained in order to mock the alleged gay men.

"At least two former detainees alleged that Magomed Daudov was in an illegal place of detention in Argun and personally observed how police beat and humiliate alleged gay men, accompanying it with their own offensive remarks. Another detainee saw Daudov on one of the security forces' bases in Grozny, when he was present at the bullying of suspects in homosexuality, "the report said Human Rights Watch.

Also, two detained by law enforcers said that Daudov personally attended their "public repentance ceremony".
