The attack at the stadium "Manchester Arena" in the UK became possible because of the shortage of special services and local police.

This opinion was expressed to the "Observer" by the ex-head of the Foreign Intelligence Service, Army General of Ukraine Nikolai Malomuzh.

"I believe that this is a flaw in not only the police, but also the special services," he said..

As the general is convinced, the special services should more seriously assess the danger of terrorist attacks after "both British and American special services recently launched large-scale operations on terrorist organizations".

"This is a failure of intelligence agencies, primarily, counterintelligence MI5. They had to identify the cells of the terrorists who were preparing the terrorist act - they searched for explosives, practiced routes, agreed. This component should have been a priority for the intelligence services of Britain, "Malomuzh stressed..

According to him, the police also did not take all necessary measures to prevent the terrorist attack. "The police had to clearly control all the citizens who moved to the arena, especially the youth, in order not to let them carry explosives and carry out the terrorist attack," despite the fact that "in the mass of 20 thousand people it is very difficult to find a terrorist who has explosives that are not fixed Detectors ".

In this context, the general said: "There is an explosive that has a metal shell - it is fixed by metal detectors. There is an explosive, which is a chemical or electronics.

But for its detection there is a whole complex of measures, including the use of specially trained dogs, which can be carried out at the time of control of citizens who arrive in the territory. The police did not do this more carefully ".

As the "Observer" wrote, in the night from 22 to 23 May in Manchester (Great Britain), an act of terrorism was committed. According to preliminary data, as a result of two explosions, 22 people were killed.
