The recent shutdown of SWIFT, which many interpret as an accidental failure, pointed to some general trends that Russia demonstrates. In fact, perhaps it really was so, if not for a couple of moments. First, everything happened when a certain Lavrov held talks with the leadership of the United States. As it turns out, the talks were held at the personal request of Putin. That is, Lavrov came in as a petitioner and it is already known that requests not voiced to the press were provided with the sounded conditions for Syria and Ukraine. In from at that moment SWIFT and broke. The second point is that the Russians themselves are preparing intensively for this very breakdown of SWIFT, but for a long time already. They even sculpt certain own surrogate systems. When (if) SWIFT is completely cut off, it is entirely possible that the official explanation of this fact will be similar to the previous one - it broke and that's it.
But the very tendency is important here. The Kremlin is preparing the country for isolation from the international system of bank payments. How this is detrimental to the economy is another matter. The main thing is that his strategy assumes the inevitability of this step. But this is just one situation marker. In fact, on the scale of the state there are other processes aimed at isolating Russia.
So recently, a document has been adopted that has an intricate name such as "the strategy for the development of the information society until 2030". This is a conceptual document that does not directly affect anything, but involves the adoption of a number of laws and by-laws that fit into the new information paradigm. This strategy presupposes unconditional protection of Russians from a soulless external world. The concept postulates Russia as an oasis of a highly spiritual and bonded society that can be destroyed by the pernicious influence of external factors. To do this, first of all, it is supposed to limit access of Russians to foreign media and "mass media of similar resources". That is, the Internet will be cleaned and blocked from everything that contradicts the line of "party and government".
It seems that the strategy itself was adopted at the moment when the competent authorities have already found its technical solution. Until October 1, the government should develop specific measures to implement this strategy, and then - appropriate laws and technical means will be included.
It is important to understand that in principle, the novelty is contained only in the field of application. Moscow rightly perceives the network as part of a common information space, which consists not only of printed publications, television and radio channels. Moreover, some of the Russians have already been oversaturated with information from the latest sources and have completely gone into that large segment of the information space that is formed by the network.
Over the past ten years, Moscow has gradually tightened the nuts here and there are already planting people for messages on the net, likes and re-posts of individual articles or messages. This has already become an objective reality. And it seems that in this regard, all control measures have been exhausted and it's time to control not only what the Russians write on the Web, but also simply - what they read or what they can access.
There should be no illusions. It is enough to look at the print media or the same television. There, a full cycle of sweeps has been completed, which resulted in the complete disappearance of the media as a phenomenon. There remained only a monotonous, dumb and frantic propaganda. There were no half-measures there. All that somehow protruded from the general line - to eliminate. This situation is reminiscent of the famous number of Shirvindt and Derzhavin still soviet times "About an unknown artist". At some point, Shirvindt asks the "unknown Zakadra Vnekadrovichu Untouched" - Derzhavin, about the hobby. The answer is something like this: "I do not have time for hobbies. And I do not have a hobby ".
That is, no half-measures with the Internet will not be and the Internet, in the usual sense - also will not. All goes to this. Very soon, the Russians will hear the inevitable "Beware, the leprosarium closes".
