Despite all the attempts of the authorities to reform the housing and communal services - the provision of public services and the maintenance / management of apartment buildings - the situation in the country has not changed dramatically in 30 years.

Neither the promoted OSMDization (programmed to fail), nor the new law on housing and communal services of 2017, nor other attempts by the government, the Verkhovna Rada and numerous grant-eaters led to a radical change in relations between residents and private management companies (UK, modern analogues of ZhEKs). Moreover, paradoxically, it has turned out that utility management companies are often more efficient and reliable service providers than private ones..

Yes, it is understandable, because both the mayor of Kyiv and the mayors of other large cities have long understood that the way to the heart (ballot) of the voter lies not through beautiful videos, but through cleaned yards, playgrounds, football mini-fields, small squares and many others cute little things that make the city pleasant to live in. At the same time, in private management companies, business occupies the first place, and then nothing personal.

Money from the air, that is, from the ventilation.

A house without ventilation is like a person without lungs.. This truth can be confirmed by every experienced builder.. If the house does not “breathe” (that is, there is no air exchange), it dooms its inhabitants to suffering and slowly dies. The most graphic and tragic illustration is the notorious house in the Lesnoy massif in Kyiv, which was literally poisoned by a fungus and poisoned its inhabitants, in the end the city authorities demolished it.

The same applies to chimneys, which are an indispensable attribute of private houses, regardless of whether they are heated by gas, coal or wood.. Without an efficient pipe, they carry the risk of carbon monoxide poisoning, and such cases, unfortunately, happen regularly, it’s just that open statistics are not kept, but, for example, in Lviv last year, 30 people were poisoned in January alone, 10 of them were children, two.

To protect against these threats, the Ministry of Regional Development included “maintenance of smoke and ventilation ducts” in the tariff for servicing apartment buildings, and as a mandatory one (I note that such an item was also in the previous lists). Whether ZhEKs collected money for these works with a clear conscience is hard to say, at least everyone who wants to know the answer can climb onto the roof of their apartment building and check if there are at least caps, that is, a coating, above the ventilation duct outlets so that rain does not get there.

Therefore, the question is important, but it can be approached from the other side, for example, not focusing on routine work, but immediately take up checking the health of the ventilation ducts. Such an approach is not excluded, but here, too, a dubious principle may appear - nothing personal, only business.

It was on this path that a certain LLC " , headed by Vadim Anatolievich Yaremenko. With the help, as it should be understood, of PJSC Kievgaz in the Goloseevsky district of Kyiv, an unknown part of the houses on Colonel Potekhin Street were disconnected from the gas. An explanation appeared in the entrances - an announcement from which it followed that there would be no gas until the residents pay UAH 97 per apartment and “pass the test to draw up the Inspection Act”, otherwise they “will not be connected to the gas supply!

Of course, 97 UAH is not that much money for such an important matter, but this is a clear example of how the right thing can easily be turned into an act of communal extortion, terror, and even outright banditry.. The funny thing is that, like every aggressor, the named LLC provides a legal justification for its “aggression”. In this case, it's p. 8 " 05. 2015 №285. Whose command is this

It turns out that the Ministry of Energy and Coal Industry of Ukraine, and here the question immediately arises: does such an order have legal force in contractual (! ) relations between two objects, which, moreover, are not subordinate to this ministry? Obviously not. Further - more interesting: if you read paragraph 6. 8 of this order, it turns out that the causal relationship in our situation should be absolutely opposite - only in the " That's right - first check, and then turn off, but not vice versa!

On what basis " Obviously, he did this contrary to all regulatory documents, so all the victims from Colonel Potekhin Street have a direct road to the Goloseevsky District Court, unless, of course, Kievgaz voluntarily compensates the residents for the inconvenience caused. Only one thing is a shame: the city authorities cannot intervene in the contractual relations of two business entities and deal with them “according to the laws of wartime”.

It is clear that during the war, many residents of Kyiv went somewhere and left their apartments, so hoping that it would be possible to check all the apartments was illusory from the very beginning. What the initiators of the scam described above were thinking about (and whether they thought at all) is unknown, but they are not alone in their desire to earn extra money in an alarming and troubled time..

Recently, residents of house number 23a on the street. A deputy in Kyiv received a spicy proposal from their Capital Comfort Management Company - to increase the cost of maintaining a house and adjacent territories by... 2.5 times! Why so much is unclear, no justifications and comparisons with the previous tariff structure were provided.. No inflation or other economic factors can justify such growth. NBU predicts significant inflation in 2022 - at the level of 30%, but not 150%!

There are interesting and incomprehensible details in the tariff structure itself, for example, “remuneration to the chief engineer and power engineer”, is that on top of the salary? The list includes such work that is physically impossible to perform, such as “checking fire extinguishers, rolling (fire) hoses and testing them with pressure”. Why? Yes, because they are not physically in the house. On the other hand, it’s scary to think what will happen to a 25-story building in the event of a fire, the likelihood of which increases significantly during the war... The house is relatively new (2007), so keep it in service for the largest developer in Kyiv LLC Stolitsa Group ”, which is the owner of Capital Comfort (SK), seems to be profitable. But the state of the house is rather neglected (especially the engineering equipment), so it is very likely that the “Capital of Groups” decided to patch up its own shortcomings made in previous years at the expense of the residents. At the same time, SK is far from being a loss-making and not poor subsidiary of Capital Group, in 2020 its net profit exceeded 500 thousand rubles.. UAH. Today, the entire argumentation of Capital Comfort about the new tariff comes down to a maxim - if the tariff is lower than UAH 16. per sq.. m, it is not economically feasible to maintain a house.

The situation in the housing and communal sector in Kyiv looks rather phantasmagoric: some think how to increase profits, while others, in particular the city authorities and ordinary Kievans, how to survive this winter, the prospects of which are hidden in the fog of wartime, but this is a topic for a separate discussion..
