President of Ukraine Volodymyr Zelenskyy signed a decree on the establishment of the Congress of Local and Regional Authorities. The new body should facilitate the effective completion of decentralization.
This is reported by the Office of the President of Ukraine.
Congress will be an advisory body. Its main tasks are completing the reform of local self-government, establishing a mechanism for interaction between state bodies and monitoring the processes taking place at the state and local levels.. The Congress will participate in the development of state regional policy.
The congress will consist of the head, the presidium, the chamber of the regions and the chamber of local authorities. The head of the Congress is the President of Ukraine.
The body will also include the heads of the Verkhovna Rada and the Cabinet of Ministers, the leadership of the President's Office, the NSDC secretary, ministers, representatives of regional and district state administrations and local governments, members of the Ukrainian delegation to the Congress of Local and Regional Authorities of the Council of Europe, etc..
The Congress will meet as needed, but at least once a year. Decisions are taken by a majority vote of those present at the meeting.
