A regular meeting of the Trilateral Contact Group was held in the format of a video conference with the participation of delegations from Ukraine, the Russian Federation, moderated by the OSCE. Reported by the Office of the President. At the beginning of the meeting, the head of the Ukrainian delegation, Leonid Kravchuk, suggested that within a week, with the participation of representatives of Ukraine, Russia and the OSCE, an action plan be prepared with the aim of unblocking the TCG negotiations and further steps in the implementation of the Minsk agreements. An appropriate action plan should be developed using the proposals of the participants in the consultations and developments based on the results of the meeting of advisers to the leaders of the Normandy Four, which took place in Paris in September this year. “Ukraine will also prepare its draft action plan. Therefore, we propose to convene a meeting of the TCG a week ahead of schedule in order to demonstrate our readiness to resolve pressing issues of work, ”said Leonid Kravchuk. The participants of the consultations in the Trilateral Contact Group agreed on the date of opening two checkpoints of entry / exit (EECP) - " First Deputy Head of the Ukrainian Delegation Oleksiy Reznikov assured of Ukraine's readiness to open both checkpoints on a certain date. He will visit these entry / exit checkpoints on 6 November to complete organizational matters. Alexey Reznikov also invited Ms Heidi Grau to visit the checkpoint together. At the same time, the representatives of Ukraine informed that the infrastructure of both checkpoints is ready for the passage of freight transport. Also, the Ukrainian side is completing the asphalting of the road in the area of \u200b\u200bthe Zolote checkpoint, which has been under fire three times in a year.. Within the framework of the working group on security issues, the Special Representative of the OSCE Chairperson-in-Office in Ukraine and the TCG Heidi Grau noted the readiness of the parties to maintain a permanent ceasefire. She also called on the participants of the Trilateral Contact Group to continue work on the development of a coordination mechanism to monitor compliance with the silence regime.. The members of the Ukrainian delegation also noted that the fact that the participants in the consultations agreed in principle to develop a draft action plan allows today to unblock the implementation of agreements on demining 20 new areas, which is extremely important in connection with the approaching winter period, as well as to move on to practical actions on the disengagement of forces and.
In addition, Kravchuk called on Russia and the occupation authorities from the temporarily occupied territories of Donetsk and Luhansk regions to unblock the process of mutual release of detainees, without waiting for the preparation of the above-mentioned draft action plan. Representatives of Ukraine insisted on confirming people from the list for mutual release, which the Ukrainian side handed over back in July. Ms Heidi Grau asked to speed up the process, because while negotiations continue, people continue to be in prison conditions, which is not humane.
